The newcomers’ corner is for people who have received or are awaiting a contract offer from the ECB.
It provides information on what you need to do before starting work at the ECB. Please pay particular attention to the section on security clearance, as it may take some time to acquire the relevant documents and it is essential that they are submitted to the ECB before you start.
It also provides some relocation information, as a lot of people have to move to Frankfurt in order to take up a position at the ECB.

Your contract will specify your contract period, your position title and working arrangements, as well as your gross annual salary. In addition to this salary, you may be entitled to an expatriation allowance and several family-related allowances, as well as benefits on appointment.
Your contract start date will be either at the beginning or middle of the month. On your first day, please report to the welcome desk in the foyer of the Eurotower at 8.30 a.m.. For easier orientation please use the map of the
ECB buildings and the
public transportation system .
If your start date is at the beginning of the month, you will then be taken to the information sessions for newcomers. However, if you have a mid-month start date, we will provide you with the essential information you require at this point and register you for the information sessions at the beginning of the following month.
The information sessions for newcomers will provide you with important information on a variety of topics to help you settle into your new job as quickly as possible. HR staff members will be present – during the sessions and during lunch – to answer any questions and collect any documents you have yet to submit. If you have never worked at the ECB before you have also to participate in an additional training session (regarding the ECB's records management system and information management) a week after you started. Attendance is mandatory and further details will be provided during the information session. At the end of this session, you will be picked up and taken to meet your new colleagues.
To protect the institution and its reputation, the ECB employs only individuals whose criminal history (if any) does not question their capacity to maintain high standards of professional ethics in the performance of their duties at the ECB. Medical clearance prior to starting work at the ECB is mandatory for all employees starting on a fixed-term contract, even if they have already worked for the ECB on a different type of contract. Members of staff who have already been given medical clearance under a previous fixed-term contract do not have to undergo a second medical examination, unless the previous clearance was granted more than three years ago.
Please submit the medical questionnaire [1.54 MB] to the ECB Medical Adviser at least ten days before your contract start date.
You may choose to have the examination carried out by a doctor in your country of residence. However, the medical report must be provided in English.
We advise you to initiate this process in good time to avoid any delay to your start date.
If the distance from your place of residence to the ECB exceeds 50 km, we will reimburse the cost of your initial journey to Frankfurt. Please make your own travel arrangements (and those of your family if necessary) as soon as possible.
If you travel by plane, please book an economy class ticket (return tickets are often less expensive than one-way tickets, so please book the cheapest). You may travel to Frankfurt up to one week before the start of your contract and will be reimbursed for up to 20 kg excess baggage per person (in addition to the reimbursement of your removal costs). Some airlines charge for an extra piece of luggage instead of excess baggage in kg. In that case, the maximum reimbursement is 200 EUR.
If you travel by train, you may book a first class return ticket.
We will also reimburse the cost of your travel (e.g. by bus or taxi) to and from the airport/train station. Please make use of the most economic way of travel (using train to cover longer distances to airports etc).
If you travel by car we will reimburse €0.40 per km as well as any toll fees. If the length of your journey exceeds 300 km please provide us with you expense receipts (e.g. gas bills, toll tickets, etc).
All reimbursements are paid against original tickets/receipts. For the per km car allowance, please provide fuel/toll receipts as evidence of your travel by car.
As you have been offered a fixed-term contract, you will be working for the ECB for longer periods of time. The ECB therefore offers a number of allowances that will help to offset the cost of moving your residence to Frankfurt:

In order to find temporary or longer-term accommodation, you may wish to use the relocation services offered by Cheryl Koenig Relocation Services (CKRS), with whom the ECB has a special arrangement. These services include a home finding service with personalised assistance, as well as administrative support with the rental and utilities’ contracts once you have found somewhere to live. Please note that these services may only be used once, as part of your “benefits on appointment” package, but may be used up to one year after the completion of your probationary period.
Alternatively, you may decide to find your accommodation independently. In which case, it may be worth visiting the various property websites available, such as: www.city-residence.de, www.immobilienscout24.de, http://immobilien.trovit.de and www.immowelt.de. To search the web for your preferred property website, simply type the words “Frankfurt Immobilien” into a search engine.There is also an in-house Staff Info Point which provides assistance to staff and their families when they arrive in Frankfurt. For example, it can supply you with information on commercial banks and insurance companies, as well as on how to register with local authorities or change your car number plates, etc.

They will be able to provide you with all the information you need for your removal and assist you with the relevant administrative procedures.
The ECB has a comprehensive insurance scheme for removals. Therefore, you do not need to take out any additional insurance cover for your removal. The ECB will pay all your removal costs directly to the removal company (including up to three months’ storage if required).
The ECB offers its staff a comprehensive medical and dental insurance plan, details of which can be found in the
Van Breda brochure .
You may opt either to be covered by this plan (in which case you need to complete the medical insurance form ) or to retain your current insurance cover (in which case you must provide the ECB with proof of cover, e.g. a copy of your insurance card). If you choose to be covered by the ECB’s plan, you will pay a monthly contribution of 2.4% of your basic salary, which amounts to one-third of the total cost. The ECB will bear the other two-thirds. Your children and your spouse/recognised partner (depending on his/her income) may also be covered under the ECB plan without any additional cost on your part.
Participation in the ECB’s accident insurance scheme is compulsory for all ECB staff members. It provides you with 24-hour worldwide cover against all work and non-work related accidents. Family members are not covered by this insurance. The total premium amounts to 0.499% of your basic salary, plus child, expatriation and household allowances if applicable. One-third of the premium is borne by staff members, while the remaining two-thirds are borne by the ECB. The insurance also covers accidental death and disability benefits.
Your salary and benefits can be paid into any account within the EU (provided your bank is SEPA compliant). You may also choose to open a bank account in Germany (leaflets on the various banks are available at the Staff Info Point on the 12th floor of the Eurotower).
Please provide us with your bank account details either i) by completing the bank account form or ii) by e-mailing them to hr.processes@ecb.europa.eu within the first three days of starting work at the ECB to ensure that you can be paid on the 15th of the month.

The ECB has its own Pension Scheme (hereinafter referred to as “the Scheme”). Saving for your future pension is very important and the Scheme is a valuable part of your overall benefits package. The main aim of the Scheme is to provide you, as a member, with an income after you retire from the ECB. It would also provide your family with benefits in the event of your death.
The Scheme consists of two pillars. The first pillar is the defined benefit scheme (DBS) and the second pillar is the voluntary contribution scheme (VCS). The cost of the benefits provided by the DBS is shared between you and the ECB. Your mandatory monthly contribution of 6% of your basic salary to the DBS is deducted before tax. The ECB contributes 18% of your basic monthly salary to the DBS. The pension you will receive from the DBS is linked to your average basic salary and your number of years’ service at the ECB. As your average basic salary and your number of years’ service increases, your benefits build up in the DBS.
In addition, you may choose to make monthly contributions of up to 12% of your basic salary before tax to the VCS and thereby enjoy additional benefits upon retirement.
Upon retirement at the age of 65, you will receive an annual taxable pension from the DBS. You may also be eligible for an additional pension or taxable cash lump sum from the VCS. It is possible to retire before the age of 65. However, if you wish to retire between the ages of 55 and 60, you will need the administrator’s consent. The amount of your pension is linked to your earnings during the course of your career at the ECB, as well as to your number of years’ service. The total pension that you receive from both the DBS and the VCS cannot exceed 70% of your final salary. The cost of the benefits provided by the Scheme is met by your DBS contributions and the regular contributions made by the ECB.
If you leave the Scheme before the official retirement age, there are various options open to you, depending on your number of years’ service.
If you leave before completing five years of both actual and pensionable service, you will be entitled to a taxable cash lump sum payment based on the overall contributions to the DBS plus interest. You will also receive a taxable cash payment based on the assets accrued in the VCS, if any.
However, if you leave before the official retirement age, but after having completed five years of actual and pensionable service, you may opt, within three months of leaving, to transfer all or part of the cash payment, tax free, to another approved pension scheme.
A pension will be payable to your spouse/recognised partner if you die while you are employed by the ECB, as a deferred member or after retirement. If you die while you are employed by the ECB, your spouse/recognised partner will receive a pension of 60% of the amount that you would have received as a pension. Dependant children are also provided for.
The ECB offers staff on contracts longer than 12 months the opportunity to enrol their children in one of the ECB’s crèches (kindergarten), which are co-financed by the City of Frankfurt am Main, the ECB and staff members. Your children may attend the facilities once they are three months old. Please note, however, that places may not be available immediately, depending on the age of your child and your desired start date.
If your children are over the age of four, you may enrol them in the European School Frankfurt (ESF) for the pre-primary, primary or secondary cycle. The school offers four language sections (German, English, French and Italian) and mother tongue tuition in all EU languages. As an ECB staff member, you are exempt from paying the tuition fees, but extra-curricular activities and meals must be paid for. Further details can be found at www.esffm.org.
In addition to the German state schools, Frankfurt also has the following four schools to offer:
The fees for these schools have to be paid by the member of staff directly, but a portion of them will be reimbursed by the ECB on the basis of the education allowance.
In order to facilitate the integration of spouses/recognised partners, the ECB has also set up a “job support programme” which will help them to find work in the Frankfurt area (see
job finding programme for further details).
The ECB supports the learning of languages for staff and family by partially reimbursing expenses for privately organised language courses.
Under the Protocol on the Privileges and Immunities of the European Communities, ECB staff and their spouses are not required to have either an Aufenthaltserlaubnis (residence permit) or a Freizügigkeitsbescheinigung (a certificate confirming your status as an EU citizen). In other words, they do not need to register at the Ausländeramt (Aliens Office). They are required, however, to register their place of residence with one of the Bürgerämter (registration offices) of the relevant town/city – the location of these offices can be obtained from the Staff Info Point.

You will be offered a self-catering apartment (single occupancy) which includes a kitchenette and a bathroom. The ECB will pay your invoice directly. You may arrive up to one week before the start of your contract and stay one day longer.
If for family reasons, long term stays, etc you prefer to move into private accommodation instead of staying at one of the above residences, please submit a request to your HR Operations assistant at the ECB. If your request is approved you will receive a rent allowance equivalent to the costs of the above residences (currently averaging 1250, eur/month). If your spouse/partner is already living in Frankfurt when you join the ECB you will not be entitled to the rent allowance. If you are staying at one of the above residences and later want to move out, you can only do so on the 1st or 15th of a month and you need to give at least 2 weeks notice to the residence.

As short-term staff members do not participate in the ECB’s Pension Scheme, the ECB will pay you an additional 18% of your basic monthly salary as compensation. This should enable you keep making contributions to your personal pension plan.
If you decide to bring your family with you to Frankfurt and you have children of school age, the following information may be relevant:
Unfortunately, there are few facilities for small children in Frankfurt. Moreover, those that there are, are normally German-speaking only. Further information on crèches is available at www.frankfurt.de/kinderbetreuung. Alternatively, please contact Frankfurt’s infobörse (info exchange) by calling +49 69 212 36564 or sending an e-mail. If you are offered an ESCB/IO contract of longer than 12 months, you may enrol your children in one of the ECB’s crèches (kindergarten). To do this, you will need to fill in an application form, which you may request once you have signed your contract.

This certificate can be issued by your general practitioner and does not need to be accompanied by any medical examination results.

You can either stay in one of the residences with which the ECB has a special arrangement or move into your own temporary private accommodation.
If you opt to stay in one of the following residences, you will be offered a self-catering apartment (for single occupancy) which includes a kitchenette and a bathroom. If you prefer to move into private accommodation instead of staying at one of the above residences, please inform the ECB (contact your HR Operations assistant). You will in this case receive a rent allowance of 750, eur/month. If you are staying at one of the above residences and want to move out, you can only do so on the 1st or 15th of a month and you need to give at least 2 weeks notice to the residence.
The ECB offers health insurance cover to trainees for a monthly premium of €57.11, of which one-third is borne by the trainee and two-thirds by the ECB. For more information on the benefits of the scheme, see the
brochure . If you wish to be covered by the scheme, please send an e-mail to hr.processes@ecb.europa.eu.
However, if you wish to retain your current insurance cover, you will need to provide us with a copy of your medical insurance card (e.g. the European Health Insurance Card, which can be obtained from the authorities in your home country). In this case all related contributions will have to be born by yourself.

As a trainee at the ECB, you do not need to apply for an Aufenthaltserlaubnis (residence permit). However, if the duration of your contract exceeds 90 days, you are required to register your place of residence with one of the Bürgerämter (registration offices) of the relevant town/city within seven days of arrival. If your contract is shorter than 90 days, but it is subsequently extended to more than 90 days, you will also be required to register your place of residence within seven days of your contract extension. To do this, you will need to provide a declaration confirming your status as a trainee of the ECB. This declaration can be obtained from the Staff Info Point. You will also need to show your passport (don’t leave it at the Bürgeramt; wait and take it with you).
The newcomers’ corner is for people who have been offered a contract by the ECB or have been informed that they will receive such an offer either in person or by e-mail.
It provides information on what you need to do before starting work at the ECB. Please pay particular attention to the section on security clearance, as it may take some time to acquire the relevant documents and it is essential that they are submitted to the ECB before you start.
It also provides some relocation information, as a lot of people have to move to Frankfurt in order to take up a position at the ECB.

All costs relating to your secondment, including salary, are to be covered by yourself or your employer.

You are responsible for making your own travel arrangements. The costs will be borne either by yourself or your employer. For easier orientation please use the map of the

Your accommodation costs will be borne either by yourself or your employer. You may take advantage of the ECB’s corporate rate with the following providers, who offer small, but fully equipped apartments, relatively close to the ECB premises:

We recommend that you retain your current health insurance cover for the duration of your contract, as no additional cover will be provided by the ECB.
Cost-free secondee are not provided with accident insurance cover.
Please return the signed duplicate of your secondment contract as soon as possible to the specified person and address, together with a copy of your passport/ID card. Please note that you will be required to show your passport/ID card when you start work at the ECB.
Cost-free secondees with a contract of more than 90 days are required to register their place of residence with one of the Bürgerämter (registration offices) of the relevant town/city within seven days of their arrival.
Cost-free secondees from a non-EU country must obtain the relevant visa/permit before they arrive in Frankfurt.
